Mixed use development; residential, retail and children's play centre, public open space and associated infrastructure consisting of the following: 358 space (two level) car park, 112 no. residential apartments (52 one bedroom and 60 two bedroom); 23 no. individual ground floor retail units and 1 no. food store and service yard (access off Station Road); children's play centre building, vehicular access off Station Road and Norton Way South; pedestrian access off Leys Avenue and Station Road, following demolition of existing buildings.

Alteration to street scene along Leys Avenue and Eastcheap consisting of the following: Reversal of traffic flow along Leys Avenue and associated alterations to carriageway and junctions; Creation of new pedestrian priority space on western section of Leys Avenue including new street furniture, public art, hard and soft landscaping; 92 no. car parking spaces, including 19 no. disabled badge holder parallel spaces, the remaining 73 spaces as 40 degree angled spaces; lighting systems, traffic signalling and relocation of taxi rank and all associated infrastructure
